Art. 1.
The International Documentary Film Festival of Guía de Isora, Miradas-doc has among its fundamental objectives the dissemination and promotion of documentaries on social subjects —in the widest sense of the term- produced anywhere in the world, with the idea that there is a direct way of understanding, observing and making visible the social processes that take place both in the “south” and in the north of the planet and that they can now be tracked in human society in general.
Conscious too of the growth that the documentary genre has undergone in this country, the Organising Committee of the Festival has considered the need to incorporate a competition section devoted to promoting the documentary that is produced in Spain, as a support to new documentary makers and the documentary on any subject produced in the Canaries, with the aim of contributing to the development of the documentary in our islands.
Art. 2.
The International Documentary Film Festival Miradas-Doc will be held annually, with the precise dates being set by a decision of the Organising Committee.
Art. 3.
The Festival will consist of the following events:

“Miradas-Doc MARKET”.
Miradas MARKET is a film market aimed at producers/ filmmakers of documentaries on social matters produced in any country in the world (with the idea that there are traceable social processes which it is of interest to get to know) who have projects under development or who are looking for funding from television companies, or alternatively have completed projects requiring distribution or a showing.
3. Documentary Workshops
During Miradas-Doc, the Organisation of the Festival will hold three workshops devoted to the theory and practice of documentary cinema imparted by notable documentary makers of international renown.
4. Parallel Activities
The parallel activities to the Miradas-Doc Festival that are carried out combine the lectures and sessions on theory with work-groups and projections of documentaries in the Punto de Vista section.
5. ENSEÑANDOC
At Miradas-Doc we open our doors to young students through “enseñanDOC”, so that they can find in the programmed showings a way to turn themselves into citizens. Nowadays, education cannot be the mere transmission of theoretical elements; it must also transmit attitudes and positive civic values. And in this framework, Miradas-Doc offers the young student tools so that he or she can develop a civic culture, an active, responsible and critical participation in public life, attitudes and values such as: tolerance, social justice, equality, human rights, solidarity, participation, human dignity… which will help in the process of training as responsible citizens.
Art. 4.
The documentaries registered in the OFFICIAL SECTION must fulfil the following conditions:

In order to participate in the Festival selection, it is necessary to proceed as follows:
Registration of documentaries in the Official Section for COMPETITION:
The interested party should fill in his or her details on the application form which is to be found at the Festival Web Page: www.miradasdoc.com
Only registrations by means of the above-mentioned electronic format will be valid, with other means of registration (e.g. e-mail, fax or ordinary mail) not being acceptable.
In order to participate in the selection, once the electronic application has been made, it is necessary to send by mail, or alternatively hand in personally at the general registry of entry of the Guía de Isora local authority, one copy in DVD (Region 2 PAL) with the registration number supplied by the festival at the moment of registration, to the Selection Committee for the DOCUSUR Festival at the following postal address:Festival Internacional de Documentales Miradas-Doc

The deadline will be indicated in the official announcement of the COMPETITION.
No works will be accepted outside the valid dates, with the date of the general registry of entry at the Guía de Isora local authority being the only valid date or alternatively the date of franking in the case of mail, without exceptions.
The Selection Committee of the organisation will carry out a selection of the registered works. The Committee’s decision is final.
Once the selection process is complete, the result will be notified to all the participants, with whom the conditions of showing and sending of the originals will be agreed, in accordance with Article 6 of the present regulations.
The Festival will not return the DVDs of those documentaries which are not selected, which will form part of an audiovisual archive for popular consultation deposited in the Municipal Public Library in Guía de Isora.
Among all those documentaries selected for the OFFICIAL SECTION for COMPETITION, a panel of judges made up of international professionals of the documentary genre or the world of culture, will decide on the granting of the following prizes:
OFFICIAL PRIZES:
The Miradas-Doc prize for the best documentary is a recognition for the documentary and its author.
The prize for the best short documentary is a commitment to this format of less than 30 minutes in length.
This prize is granted in order to give backing to new film-makers and their first works.
SPECIALS PRIZES:
The following special prizes are granted among all the documentaries selected for the different categories of the Official Section for COMPETITION:
Best Documentary on Human Rights. 3.000 €
This prize is a contribution to the enrichment of the fundamental values of the human being and for this reason the call aims to be the mark of the Festival as a reference point in human rights.
Special Audience Prize. 1.500 €
The audiences attending the festival select their favourite documentaries and vote over the duration of the event.
The panel of judges can grant an honorary prize to one of the documentaries selected in each official category: Best Documentary, best documentary short and best first work.
NATIONAL COMPETITION:
The rapid growth of documentaries in Spain over the last few years has led us to create a special prize devoted to the documentaries which are produced in our country.
CANARIAN COMPETITION:
This prize is granted in support of the documentary makers of the Canary Islands, with the aim of contributing to the development of the documentary in the islands.
In order to participate in the Prize for a First Work, the film must be the first full-length or short documentary by the film-maker.
The panel of judges may not compete as film-maker, director or producer.
No more than one “ex aequo” prize should be granted, whose economic value, if it has any, is to be shared 50% between the two prize-winners.
The prizes will be subject to withholding as set down in the regulations governing the I.R.P.F. (Income Tax).
The prize-winning producers should use the logo and/or the text of the award as it has been adjudicated in their advertising.
In future editions of the Festival, the economic value of the prizes will be decided on by the Organising Committee.

Art. 6.
Once the works for participation in the Official Section for COMPETITION of the International Documentary Film Festival of Guía de Isora Miradas-Doc are selected, it will be necessary to proceed as follows:
Documentaries selected by the Selection Committee:
Art. 7.
The transport costs from the place of issue of the copy will be borne by the interested party. The transport costs deriving from the return of the work once the Festival is finished will be the responsibility of the Festival. In the case of loss or damage during this period, the liability of the Festival will be limited to the replacement value of the copy. The insurance taken out by the Festival covers the risks of fire, loss, robbery, damage and destruction of the copy for the period between the arrival of the film at the offices of the Festival and its return to the address indicated by the person who entered the documentary. The maximum period of time for the return of the copies will be THIRTY (30) days to be counted from the day after the closing ceremony. The maximum period of time to make any claim about a copy will be three months counted from the date of its return.
Art. 8.
The Festival Organising Committee and its Advisory Committee will decide on the order and date of showing of each documentary.
Once the registration of a documentary has been carried out, it may not be withdrawn before it has been projected at the Festival.
The showings within the Festival will take place in the Municipal District of Guía de Isora, at a rate of one function per day and per cinema, with a maximum of three projections on different days.
The organisation of Miradas-Doc may make projections after the Festival has been held of the prize-winning entries.
It is understood that the authors or producers, by the fact of participating, grant their authorisation for such projections.
Art. 9.
All the registered works will go on to form part of the Festival Video Library and may be shown for cultural and educational, but never commercial, purposes (guaranteeing in any case the copyright and intellectual property in the films, but reserving the right of exhibition at the different Cultural Circuits).
Any other use of the work will be agreed in advance and in writing with the legal owners of the work.
Art. 10.
A selection of 40% of the works registered for the festival will go on to form part of the documentary catalogue of Miradas-Doc MARKET if the interested party so indicates in the electronic registration form.
Art. 11.
Registration for the Festival pre-supposes full acceptance of the present Regulations. The interpretation of the same will be the responsibility of the Festival organisers. In case of dispute, this will be submitted to Spanish legislation and jurisdiction.
It is likewise agreed to proceed to public exhibition of the regulations in the terms set down in article 49 of Act 7/85 of 2nd April, in regulation of the conditions of a Local Nature, modified by Act 11/99, of 21st April, with the provisional approval becoming definitive if there are no complaints.
